Mark 1 Restoration
The Eastern Columbia Lofts, located at 849 South Broadway in the City of Los Angeles, California (Site) is listed as a Los Angeles Historic-Cultural Monument as a visual landmark with historic architecture. Citadel was contracted by Mark 1 Restoration to provide environmental consulting services for the repair of the façade of the Site building (Project). The Project included replacing all the perimeter sealant at the exterior windows, repairing any damaged terra cotta blocks, and cleaning the façade of the Site building.
Citadel performed a Limited Asbestos Bulk Sampling and Lead Testing (Limited Survey) for the exterior of the Site building prior to any Site building repairs. To ensure that wash water discharge from the Project was properly handled and permitted, our environmental professionals researched and reviewed applicable regulatory requirements for the restoration project and wash water runoff, reviewed the Safety Data Sheets (SDSs) of potential cleaning products, and conducted a mockup sampling event of the discharge to analyze potentially applicable constituents in the Industrial Waste Control Ordinance and MS4 Permit Requirements.
Based on the results and findings, Citadel determined that an Industrial Wastewater permit (Local Industrial User) with the City of Los Angeles, Bureau of Sanitation was the applicable permit for the wash water discharge. Citadel prepared the necessary application forms for this permit, including updating the Client-provided Workplan to incorporate water runoff collection and disposal procedures, and best management practices, per applicable regulatory requirements. Citadel approached the project with the intent of helping Mark 1 Restoration manage the risks inherent with asbestos and lead, sample and analyze discharge, and apply for the applicable permit for discharge of wash water to the sewer.
