When your earthwork triggers SCAQMD Rule 1466 and how to stay compliant

Why it matters

Earth-moving projects with known Toxic Air Contaminants (TACs) in the South Coast AQMD region are under tighter scrutiny. SCAQMD Rule 1466 is designed to protect nearby communities from fugitive dust emissions (PM₁₀). Non-compliance can lead to work stoppages, regulatory fees, and reputational risk.

When it applies

Any owner or operator conducting earth-moving activities of soil of more than 50 cy with applicable TACS, such as lead, arsenic, and is a Site that is under regulatory oversight, such as with USEPA, Water Resources Control Board, or Department of Toxic Substances Control (DTSC).
