South Coast AQMD is currently developing the WAIRE Mitigation Program, providing incentive funding for projects that reduce emissions associated with warehouse operations.

More than $60 million in mitigation fees have already been collected and will be used to support eligible zero-emission vehicle and infrastructure projects.

Eligible projects

The first year of the program will focus on zero-emission transportation projects, including:

Vehicles

  • Class 4–8 zero-emission trucks
  • Zero-emission yard trucks

Infrastructure

  • Electric vehicle charging stations
  • Hydrogen fueling infrastructure

Funding will be distributed on a first-come, first-served basis within each Source Receptor Area (SRA).

Preparing for WAIRE Funding

The program solicitation is expected to be released in late August 2026, with applications submitted through a Grant Management System.

The Warehouse Actions and Investments to Reduce Emissions (WAIRE) Program was adopted in 2021 to reduce emissions from warehouse-related truck activity.

The new Mitigation Program will provide financial incentives from mitigation fees for projects that reduce NOx and/or diesel particulate matter emissions.

Key highlights:

  • The program applies to about 4,000 warehouses in the South Coast AQMD region
  • Funds projects that support zero-emission technologies
  • Designed to improve air quality in communities near warehouse operations

WHO CAN APPLY

Eligible applicants include:

  • Fleet operators
  • Warehouse operators or owners
  • Operate within the funding Source Receptor Area (SRA)
  • Register in California and have CARB-certified zero-emission vehicles
  • Begin operation within the required timeframe after award.

Funding Levels

Projects may receive up to 85% of total eligible costs.

Maximum incentive amounts include:

Vehicles

  • Class 4–5 trucks – up to $60,000
  • Class 6–7 trucks – up to $85,000
  • Class 8 trucks – up to $120,000

Infrastructure

  • Electric charging – $300 per kW per charger
  • Hydrogen fueling – $8,000 per kg/day capacity
  • Applicants must provide at least a 15% cost share.
