Citadel EHS is proud to announce that we have been recognized by Environmental Business Journal (EBJ) with a 2025 Business Achievement Award for Project Merit for our leadership in a large-scale residential drinking water testing initiative in Los Angeles.

The award highlights Citadel EHS’s role in supporting one of the most significant environmental justice investigations in the region, focused on evaluating potential lead in drinking water across four major public housing communities in Watts – Nickerson Gardens, Imperial Courts, Jordan Downs, and Gonzaque Village.

A Project of Unprecedented Scale in Los Angeles

Following community concerns and early findings, the Housing Authority of the City of Los Angeles initiated an accelerated and large-scale water quality assessment. According to the Los Angeles Department of Water and Power, this effort became the largest residential water testing program ever conducted in the City of Los Angeles, involving nearly 3,000 water samples.

Citadel EHS was selected to lead and manage the technical execution of the program – providing scientific leadership, coordinating field efforts, analyzing data, and supporting mitigation planning under intense public visibility and stakeholder scrutiny.

Technical Leadership in High-Stakes Environmental Work

Our team delivered end-to-end environmental consulting services, including:

  • Drinking water sampling and analysis coordination
  • Data interpretation and risk evaluation
  • Regulatory and stakeholder coordination
  • Development of mitigation strategies to protect residents

This work required not only technical expertise, but also the ability to operate at scale, communicate clearly with stakeholders, and support decision-making in a highly sensitive community setting.
